The Beginning

The Government of Botswana has through the approval of Human Resourcement Development Council Act No 17 of 2013 established the Human Resource Development Council (HRDC) that became operational on the 8th November 2013.

This  therefore means that the Tertiary Education Council (T.E.C) has ceased to exist and ha been replaced by the Human Resource Development Council (HRDC). The transition was assented to by the Minister of Education and Skills Development Order of the 8th November 2013 to commence the Human Resource Development Council under Act No 17 of 2013.

The Human Resource Development Council (HRDC), the former Tertiary Education Council is a parastatal organization under the Ministry of Education and Skills Development (MoESD). It started operating in November 2013. HRDC draws its mandate from the Human Resource Development Council Act No.17 of 2013.
The objectives of the Council are to:

  1. Provide for Policy advice on all matters of national Human Resource Development
  2. Coordinate and promote the Implementation of the National Human Resource Development Strategy.
  3. Prepare the National Human Resource Development Plans and
  4. Plan and advise on Tertiary Education Financing and Workplace Learning
