Office Of The Chief Operations Officer (OCOO)

This office in conjunction with the Chief Executive Officer (CEO) are responsible for ensuring that there is effective planning, monitoring and evaluation of the organisation’s work, direct management and oversight on the operations of HRDC. This office is also responsible for ensuring that proper management and optimal utilisation of resources at department level are achieved.

Moreover, this office is responsible for ensuring that there are robust processes, systems, controls and operating mechanisms in place to promote effective and efficient delivery of high-performance operational outcomes, contribute to the development and review of corporate policies and strategy and to the translation of strategy and corporate objectives, into corporate plans and budgets.

Finally, this office provides the CEO, the Board and the Minister with periodic reports on the operations of HRDC.

The office of the Chief Executive Officer has the following Unit;

Stakeholder Relations 

The role of the unit is to optimise the organisation's image, manage and engage stakeholders, enhance branding, increase publicity, implement marketing strategies, ensure stakeholder satisfaction (customer service), manage events, oversee corporate citizenship initiatives, and promote HRDC services. Additionally, the Office provides advisory services to the Chief Executive Officer regarding the overall image and brand of the organisation.

Over and above, the Unit oversees the Council’s Corporate Social Responsibility programme, ensuring transparent objective and timely response to customer enquiries and complaints.
